Example of HOW I try to minimize costs for HOod County

This is a QUICK outline of a "PITCH" I plan to make for the 2 Bonds

This is a work in progress.   I will finalize info and language in the next day or so.

We have 2 bonds that are up right now.   Both have an EXCELLENT return on investment.


I hear so often that people don't trust governments information.


There will be significant savings projected by both bonds.......


Brief Bullets on my thoughts for now.

  • First, the jail bond is projected to "return" $70 million by 2047
  • Second, the road bond of $125 million should yield an initial $689 million to complete the project at the start
  • There appears to be a plan to invest that $689 million into an interest-bearing account that is supposed to yield maybe $60 million over the term of this project.
  • Now,  WHERE IS THAT MONEY GOING TO GO?
  • I will suggest that the commissioners court should investigate the following.

 

  1. Use these "Returns on investment" to pay off/down the bonds.
  2. The total between the two is $130 million.   The jail return is a longer time, but I believe this might be able to pay between $80 to $100 million of the costs from the bonds themselves.
  3. This "return on investment" should probably also pay the known maintenance costs of the old jail in addition to initial costs.    
  4. The RETURNS from the jail bond will be longer term but I would hope they could be used to incrementally return to the taxpayers the initial costs of these bonds from the jail savings.

MY REASON FOR RUNNING FOR CITY COUNCIL

I decided that if i were going to run, i would focus my efforts in reducing excess and waste of every tax dollar spent by the City of Granbury

MY PROFESSIONAL SKILLS WILL ALLOW ME TO IDENTIFY AREAS TO REDUCE COSTS

I have developed large software solutions for 45 years.   

I have developed applications for 

  • structural engineering
  • finance, budgeting, financial risk and ROI modeling
  • many that focused on analytics of large data identifying trend analysis and identification of anomalies. 


I have also managed many large development projects.

MY EDUCATION ALSO GIVEs ME THE BEST knowledge TO REDUCE COSTS

  • Bachelors in Physics - University of Texas at Arlington
  • MBA - University of Texas at Dallas
  • MS in Management of Information Systems -  University of Texas at Dallas
  • Adjunct Professor in the MBA program at the University of Dallas

ACTIONS AS A CITIZEN FIGHTING TO REDUCE COSTS TO HOOD COUNTY RESIDENTS

There are 2 very large projects where i have tried to reduce the use of tax dollars in Hood County


  • The first involves a project that I have spoken on many times in Commissioners Court.  This involves a large software purchase of several million dollars for implementation of Tyler Software across Hood County.   While i was too late to prevent the issues here, i would make the case that I could have saved Hood County over a million dollars of taxpayer's money if I had been ON that Commissioners Court from the beginning.  There would never have been a "fine/penalty of $225k". Or the massive waste of Hood County personnel involving 1.5 man years of effort for each of 10 or more departments that were implementing this Tyler Software.   Alas, this started 1 year before I moved to Granbury.  I can make a case that over $1 million tax dollars were wasted due to ineptness of a liberal majority board. 


  • There was a project at the Commissioners Court to build a new 400 bed county jail and demolish the existing 200 bed jail because it was structurally unsound and beyond end of life.   From the photos in this new jail plan, it was obvious that there were no major structural issues with the existing jail.   The projected bond was also well beyond reason in costs   I was the first citizen to speak against the costs as well as to assert that there was NO indication of any significant structural issues.   I called for the court to hire a structural engineer.   The structural engineer confirmed there were a few maintenance items but the existing jail was structurally sound and should last another 30-50 years .   This $150 mil bond was voted down.  I argued against both the next $70 mil and $50 mil jail bonds because of costs. The most recent jail bond will keep the existing 200 bed jail and add another ~200 bed jail for $24 mil.     At least this is $125 million in savings.  That alone is a ROI.

  • Worked with 3  others to create a Financial, Budgeting and Risk analysis software package that we sold for 40-200k to large companies in the late 70's
  • 23 years at Fidelity Investments
  • Experience managing large projects
  • Adjunct professor in the MBA program at the University of Dallas
  • Several years in the Atkinson, NH Zoning Board of Adjustments

  • Road Warrior events for the 2024 election in Granbury
  • Spent 3 months in the 2016 working for the Republican gubernatorial candidate

Why would any true conservative vote for another Bond?

Because it has a valuable purpose as well as a significant ROI.

ROI stands for Return on Investment.   


This means that you have to spend tax/money but end up making more on it over the long run.  ROI can also be more than just money.   


In some way each of you has to determine how much wear/damage to your car is worth from roads or the value of your time waiting in traffic.   These are an example of the "cost" side of an ROI evaluation.


Let me give you a hypothetical Bond scenario.   

  • Let's just imagine a mythical BOND that will cost EVERY homeowner the equivalent of 1 month of your electric bill in taxes.  Say $500 each year.
  • This would pay for the infrastructure/investment.  
  • Pretend this "tax" would somehow cut your electric bill by 50% every month forever. . . 
  • This project would cost you $500 in taxes each year but then save you $3000 each year after.  Net savings to you of $2500 every year.
  • This would be an example of ROI directly to you as a taxpayer.


Now this example is just hypothetical at this time....  

Why would you NOT "vote" for this?   


I know...   I realize that "You don't trust any Government anymore".   I get it.


But ROI is NOT "government".   This ROI and it involves significant math and statistics to analyze the value of any project


I hear "But every EVERY Bond package just lies about everything right?"   It sure seems like it....


Now if this one REALLY did have a worthy ROI?   Why wouldn't you vote for it?

THIS is what i will focus on, ROI.

Many Conservatives believe you should NEVER vote for another Bond!

I have NO PROBLEM at all with anyone that votes against ANY/ALL Bonds.   Maybe someday we might be able to get back to a point where everything is evaluated on an HONEST ROI evaluation.


As a Councilman, I will probably have minimal ability to stop any/all Bonds.    


What I WILL DO as a Councilman is, everything possible to eliminate or "shine the light" on excess, waste and inefficiencies in any Bond or large project.


I also will not be able to find EVERY issue in EVERY Bond/project.   But I will do my best and hope to save tax dollars on everyone that I can each year.


I would be happy if someone could pass a law that NO Bond could increase taxes.   The city/county would have to spend the year before finding ways to trim budgets or depend solely on the growth of the tax base to pay for each new bond!   I can't see this happening any time soon.


So, it will be up to each taxpayer to decide if the ROI appears worth it to them.   

Vote YES or NO.   That part is up to you.

A lot of conservative republicans question some of trumps "methods". . . I Don't.

While many Conservative question some of Trump's methods, I really love what he has accomplished so far.


Specifically with the tariff negotiations with other countries.    When you weigh the short-term tariffs impacts against the huge investments being made in the US, I believe that the future ROI from all of these will be huge.


I really believe that this future ROI is what will fundamentally change our economic future for the good.  

I believe that Trump is an absolute master of

"Financial RISK vs ROI" and

a branch of math called Game theory"

VOTE! Hood County Infrastructure Bonds in Nov 4 2025 Election

This Bond consists of two parts for a total of $149 million.   


The first part is $125 million dollars for several road/infrastructure projects - Master Thoroughfare Plan

  • While this is a lot of money, it is for a lot of large projects for Hood County infrastructure
  • This $125 million dollar bond is a small part of the TOTAL cost of these projects.                               There is a State of Texas Fund for road projects across the state.....
  • IF we vote yes for this project, state entities will ADD $689 million to complete ALL of these projects with no additional costs to Hood County taxpayers.
  • IF the bond passes there may be SOME planning money spent early.  
  • BUT, if the matching funds are NOT available, no major bond money would be spent.
  • IF these projects are delayed and OVER BUDGET TX-DOT will cover that.
  • In MY OPINION, this is an EXAMPLE of a project with a POSITIVE ROI

The second part is $24 million dollars for a new additional jail.

  • Financial report shows that adding the new jail will save $70 million dollars total by 2047
  •  This one has failed 3 time.  First $150 mil Bond. Then $70 mil bond.  Then was the $50 mil bond.   Finally, this is $126 mil less than the first. 
  • In MY OPINION, this is an EXAMPLE of a project with a POSITIVE ROI
